Allow customers to specify which namespaces CRW Pods should be placed in

We have a high-priority customer that requests the ability to specify where CRW Workspace Pods are namespaced.

(This feature seems a lot like "Allowing user-defined workspace namespaces" as seen in the Che documentation at [1]).

Our user's words:
"Can we group codeready pods into specific namespaces? This way we can organize workspaces by teams/ business vertical."
