Description of problem: The workspace fails to start due to Error creating DevWorkspace deployment: Container tools has state ImagePullBackOff

The Logs show the following Errors:

Error: ErrImagePull

Failed to pull image "quay.io/devfile/universal-developer-image:ubi8-latest": can't talk to a V1 container registry
