Description of problem:
It's not possible to start a workspace using ubi9-based image without libbrotli library as a tools container..
Workaround
Prerequisites (if any, like setup, operators/versions):
Steps to Reproduce
Start a workspace from a devfile that contains base-developer-image as a tools container
Actual results:
There is an error:
Failed to open the workspace
The workspace status remains "Starting" in the last 300 seconds.
Expected results:
Workspace has started successfully.
