Rebuild registries and operator metadata images for all new quay.io builds

    Description

      Devfile & plugin registries should have updated image digest in devfiles & plugins after new stack image appears on quay.io.

      It's especially needed for CRW nightly tests, because otherwise we will have new stacks tests results one day later

      For now this is a manual trigger process. See jobs to build below.

      in future we'll have to retrigger operator metadata too
