The Custom Che Plugin Registry test uses the repo https://github.com/eclipse-che/che-plugin-registry which has the non multi-arch image quay.io/devfile/universal-developer-image:ubi8-latest

The workspace start up fails on IBM Power.

Using an alternative image quay.io/devspaces/udi-rhel8:latest allows the workspace to startup successfully however the devfile command fails because yarn is not installed in this image.
