crwctl returns error when external Keycloak is used

      1. Has an openshift cluster running.
      2. Download the sample cr yaml file attached to this issue and save it somewhere.
      3. Run the following command:

      crwctl server:start -n codeready --installer=operator --platform=openshift --che-operator-cr-yaml=<path to the sample yaml file> --domain=<domain>
      

      4. The cli will fail when try to verify that keycloak is bootstrapped. But CodeReady is installed successfully in the cluster.

      When install CodeReady using the `crwctl` tool, if an external Keycloak is used (by setting `auth.externalIdentityProvider` to true in the installation CR), the cli tool will still try to wait for the Keycloak pod is bootstrapped even though there is no Keycloak to provision.
