      Before this update, workspaces from public GitHub Enterprise Server repositories failed to start if no OAuth or Personal Access Token (PAT) was configured. With this update, the issue is fixed.

      Description of problem:

      If no oAuth or PAT is configured for GitHub Enterprise Server, workspace fails to start from a public GitHub Enterprise Server repository.

      The GitHub Enterprise Server must be configured to public mode to make public repositories accessible without token.
