When a workspace is created or restarted, che-server should check if the git service user token in the user secret is valid or not. When the user token is not valid the che-server should issue a new token and update the secret.

These use cases are currently not tested.

We should add 2 new columns: With OAuth setup by admin and user accepted but token expired - workspace creation and With OAuth setup by admin and user accepted but token expired - workspace restart.

The priorities: use the same as for the column "With OAuth setup by admin and user accepted".
