pluginbroker init container fails, when running in restricted env OCP4 with http proxy

      Running CRW 2.0 in air gapped environment (1) with http proxy configured (needed to workaround https://issues.jboss.org/browse/CRW-484). checluster CR used for deploymen is in attachment.

      In this configuration, che server start succesfully, dashboard loads, but workspaces do not start, because of pluginbroker init container error:
