As OCP 4.10 is now EOL since September 10, 2023 (see https://access.redhat.com/support/policy/updates/openshift#dates), we need to update the Dockerfile for the operator-bundle to set a new minimum version.

This means anyone still on OCP 4.10 will be required to update to 4.11 or newer before they can install or upgrade to DS 3.9 or 3.10

We could have a SUPPORTEX for any customer that chooses to pay for that, if there's a reason they can't move to 4.11 or 4.12 EUS or 4.13...
