This devspaces-traefik-rhel8-container uses consul.  We want to ensure we stay on MPL-licensed versions.  There is not a global way to protect against accidental upgrades here, so we want to see if there is anything we can do case-by-case to protect against accidental upgrade into BUSL licensed consul.
