It would be helpful to have an automatic message when there is a new operator bundle so that QE knows to move their testing to the next version.

Things to consider:

• post when update-digests is unstable to reduce email overload
• Only send when jobs are disabled (aka in RC phase), alternatively enable for versioned builds but keep disabled for 3.x?
