Resolving issue as PR is merged, will close once I confirm a build failed properly.

Noticed today that https://main-jenkins-csb-crwqe.apps.ocp-c1.prod.psi.redhat.com/job/DS_CI/job/Releng/job/push-latest-dwo-to-quay/ has been failing for a few days as it attempted to push 0.22 (which don't exist yet) to quay.
This caused invalid references in the latest/next IIBs at quay.io/devspaces/iib.
Also noticed that we have succesful builds with a tag of {::???}} going back a few days too:
So, the ask here would be:
- figure out why push-latest-dwo-to-quay has 0.22 in it, not 0.21
- if push-latest-dwo-to-quay fails, notify stakeholders: amisevsk, ibuziuk@redhat.com, nickboldt, sdawley@redhat.com, dnochevn
- make job copyIIBsToQuay fail if tag for DWO is ??? instead of a real value
- if copyIIBsToQuay fails, notify stakeholders ibuziuk@redhat.com, nickboldt, sdawley@redhat.com, dnochevn
