Previous work (e.g. #20261 ) has given admins access to some workspace telemetry. However, it should be possible to extract more valuable information about workspaces from a cluster and present it in an easily accessible dashboard

While we may still need to refine the metrics to track, a good starting point would be the SBO dashboard (private link)
