The [VSCode Jupyter|https://github.com/microsoft/vscode-jupyter] plugin cannot be built until [issue 13260|https://github.com/microsoft/vscode-jupyter/issues/13260] is resolved.

Currently we are using 2023.3.100 files that I manually downloaded from https://open-vsx.org/extension/ms-toolsai/jupyter (and the associated git source for that release) and synced to spmm-util:
spmm-util.hosts.stage.psi.bos.redhat.com : staging/devspaces/build-requirements/devspaces-3.7-pluginregistry/plugins/ms-toolsai.jupyter-2023.3.100.vsix
spmm-util.hosts.stage.psi.bos.redhat.com : staging/devspaces/build-requirements/devspaces-3.7-pluginregistry/sources/vscode-jupyter-2023.03.100.zip

Once 13260 is resolved we need to remove those two files and build the plugin internally using https://github.com/redhat-developer/devspaces-vscode-extensions/tree/devspaces-3-rhel-8/ms-toolsai.jupyter
