dsc 3.6 and 3.x jobs are broken since Apr 17, due to:

07:01:24  /bin/sh: 7z: command not found
07:01:24   ›   Error: install 7-zip to package windows tarball

Need to figure out why it's not being installed on https://main-jenkins-csb-crwqe.apps.ocp-c1.prod.psi.redhat.com/label/x86_64-rhel8-dyn/ nodes anymore (maybe this was a manually bootstrapped thing, not fully/correctly covered by ansible?
