Since I can't connect to it for some time over ping or ssh, I spoke with lzhan@redhat.com and we decided that since we're already bottlenecked with only 2 ppc64le machines, we might as well remove this one too so that build scripts don't wait for it and fail.

1. Returned https://beaker.engineering.redhat.com/view/crwjen-1.s390.bos.redhat.com to previous owner, powered it down, and attached a note explaining it can't be pinged or ssh'd.

3. will need to update casc.yaml when this is merged, then can respin https://main-jenkins-csb-crwqe.apps.ocp-c1.prod.psi.redhat.com/job/system/job/jenkins-node-setup/ to verify we get a green build for the remaining 7 nodes (x + z + p = 3 + 2 + 2).
