Back in CRW-3624 and CRW-2614, we hardcoded the version of vscode-java to 1.14:
https://github.com/redhat-developer/devspaces/commit/2b9086d56d498ecb01536518a569544f02d2a1b8
But the latest redhat java (which includes opt-in temeletry) https://github.com/redhat-developer/vscode-java/releases/tag/v1.17.0 is available, so we should use that as the baked-in version in Che and Devspaces plugin registries.
