Set Idling to an Individual Workspace

      Hello Team,

      Need a feature to configure parameters such as `secondsOfInactivityBeforeIdling` differently for different workspaces.

      Currently, If we set this above parameter in `CheCluster` globally and try to configure some workspaces with different values by passing the env(SECONDS_OF_DW_INACTIVITY_BEFORE_IDLING) variable through defiles getting overridden with the default value.
