With this issue CRW-3885 we will have the WebView resources always being loaded from local workspace.
But this improvement is needed only for a small part of cases.
In most cases it's better to load the resources from the CDN, as it could be much faster instead of getting them from a workspace.
For this we need an option to switch between CDN or local workspace.
The easiest option - is to set the environment variable in the devfile.
