Workspace error "operator does not have permissions to get the 'container-build' SecurityContextConstraints" if upgrade DWO 0.17.0 to 0.18.1 with DS 3.3.0

Description of problem:

DS 3.3.0 + DWO 0.18.1 having workspaces created with container build capability

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. Deploy DS 3.3.0 + DWO 0.17.0 with "disableContainerBuildCapabilities: false".
2. Create and start workspace.
3. Set "disableContainerBuildCapabilities: true".
4. Upgrade DWO to 0.18.1
5. Go to DS dashboard > workspace page

Actual results:

There was error message "operator does not have permissions to get the 'container-build' SecurityContextConstraints"

Expected results:

There is no error message at workspace page
