enable jiralint for CRW JIRA

      This used to work when we were using the old Jenkins but it was never migrated over.

      Time to fix that!

      1. review and update https://github.com/redhat-developer/devspaces-jiralint
      2. try in "no email, just console" mode
      3. create Jenkins job
      4. send emails
