Allow installation of Operator in different namespace

2. What is the nature and description of the request?

By default, the Dev Spaces Operator is installed in the "openshift-operators (Operator recommended)" namespace. Certain customers provide different access for different users to Operator namespaces, so the customer would like to change the installation project for the Operator.

Cluster Administrators should be able to install the Operator into a different namespace.

3. Why does the customer need this? (List the business requirements here)

Some cluster administrators allow certain development teams access to Operator namespaces for them to debug or work more closely with the Operator. This change allows for those scenarios, allowing more developers to use Dev Spaces.
