Add WIF support for Dev Spaces

2. What is the nature and description of the request?
To add WIF support to Dev Spaces.

3. Why does the customer need this? (List the business requirements here)
Not having this support exposes the customer to elevated risk by forcing them to use insecure GCP service account tokens, additionally, the customer can't pass security benchmarks thus our platforms can't host workloads that demand compliance with these security standards
