Description of problem:

In developer sandbox 3.2 @ 715ee #20 :: Eclipse Che Dashboard 7.52.0 @ 7108

When defining a command with a label in the devfile the label is not displayed in the 'Run task...' menu or in the Workspaces sidebar 

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. Log into Devspaces in the developer sandbox
2. Create a python workspace
3. Observe that the predefined command in the devfile has a label
4. In the 'Run Task...' menu and in the workspaces sidebar observe that the id is used instead for display

Actual results:

The command is listed with the id

Expected results:

The command is listed with the label
