[RN] add jq and yq to udi image

      = Improved support for python tools in UDI container

      As of 3.3, jq and yq are available for json and yaml parsing. Also added pytest to the path (along with pylint and pip) for easier access to those tools.

      Currently, python 3.9 is included.
