Add checks for external_images.txt when scraping registries for containers to add to CSV

    Description

      As seen in CRW-3422, there is the chance that running sync.sh for operator-bundle build could fail silently if one or more of the plugin/devfile registries could not be pulled.

      This results in removal of related images for the registries from the CSV, resulting in a broken install.

      Suggested idea to make container pulling a bit more robust:
