Critical Description
There is no need of installing DevWorkspace Operator (DWO) 0.15.2 from osbs catalog source before installation of online DS 3.1.0, because DWO 0.15.2 has already been released and is now available on production operator catalog source "redhat-operators".
At the same time DS 3.1.0.RC-07-25 contains metadata of DWO 0.14, so we still need pre-deploy DWO 0.15.2 before installation of DS to provide consistence test environment, but now using "redhat-operators" catalog source, to prevent collision with new DWO 0.x. respins which could appear in osbs catalog source.
