Using https://github.com/redhat-developer/devspaces/blob/devspaces-3-rhel-8/product/filterIIBForDevSpaces.sh we can publish filtered copies of our Brew-generated IIBs, which would include ONLY DS and DWO.

These can then be pushed to https://quay.io/repository/devspaces/iib?tab=tags&tag=latest for every CI build, using the same tagging logic we have for other images (:3.2 = :next; :3.1 = :latest).

Can also include the raw IIB tag from which we started, eg., :3.2-286641-v4.10 or :3.1-294672-v4.11

Affected jobs:

• https://main-jenkins-csb-crwqe.apps.ocp-c1.prod.psi.redhat.com/job/DS_CI/job/Releng/job/send-email-qe-build-list_3.x/ (for ERs and RCs)
• https://main-jenkins-csb-crwqe.apps.ocp-c1.prod.psi.redhat.com/job/DS_CI/job/push-latest-container-to-quay_3.x/ (for all CI)

Note that the push-latest job currently is returning only the v4.10 IIB, perhaps because IIB publishing for v4.11 is slower than usual. Might need to create a new job that can be called by both jobs above.
