In CRW 2.y, we introduced a second copy of the crwctl tarballs, so we could provide a version that was "for OCP 3" vs. one "for OCP 4"; they were functionally identical but this way we could collect metrics on who was using OCP 3.

Since OCP 3 is not supported in Dev Spaces, there's zero need (or value) in having the dupes.

Therefore, we should clean up the dsc build process so it doesn't create and stage these dupe files.
