Sample workspaces are not visible on the CodeReady dashboard for other users

OCP: 4.9.28
CRW operator version: 2.15.4+0.1652874390.p

1. What is the nature and description of the request?

The client has Re-Installed the CRW. But only the user ( with cluster-admin privileges) who has created the CodeReady instance able to view the sample workspaces.
Other users are not able to view the sample workspaces on the CodeReady dashboard. After allowing the NS access to the users also does not show the samples in the CRW dashboard. 

2. Why does the customer need this? (List the business requirements here)

In order to avoid providing cluster-admin access to the developer users they can directly create a user with admin access to the developer so that they can only access the CRW .

3. How would the customer like to achieve this?

Generally, there should be no difference at all between a regular user and cluster-admin in terms of access to samples.
Also, there is nothing specific in the logs that could point to the error.

4. For each functional requirement listed in question 4, specify how Red Hat and the customer can test to confirm the requirement is successfully implemented.

1. Install CRW operator on OCP cluster
2. Create checluster instance 
3. Access the CRW dashboard by using the route that gets generated from the previous step.
4. CodeReady Workspaces creates an initial OpenShift user for the HTPasswd identity provider. Use those credentials to access the CRW dashboard.
5. Once logged in to the CRW dashboard check the samples are showing up.This will show the samples fine. 
6. But when we try to access the CRW dashboard using another user the samples are not showing up which usually it shows.
