include a crwctl bash executable with dsc to clarify migration

Per Florent, suggestion is to add a crwctl bash executable in the bin directory of the dsc tarball so that on unpacking, the crwctl bash script can simply echo "This executable is deprecated, please update your scripts to use 'dsc' instead."
