As discovered in CRW-2950 we don't capture all our external npmjs dependencies. The plugin registry depends on https://www.npmjs.com/package/@eclipse-che/plugin-registry-generator but there's no mention of that in the plugin registry's manifest.

So we should ensure that any 3rd party not-built-from-source npm assets are listed in that manifest
