Workspace factory doesn't respect rule to have one running workspace at a time

DS 3.0.0.ER-04-19 is able to start several workspaces from factory links at a time not respecting constraint to have only one running workspace:

Expected behaviour:

The issue hasn't been reproduced in Eclispe Che dogfooding instance https://che-dogfooding.apps.che-dev.x6e0.p1.openshiftapps.com/ based on Eclipse Che 7.47.0-SNAPSHOT
