Remove Dev Spaces 3.0 from the OCP 4.9 index

      There is index image v.4.9 registry-proxy.engineering.redhat.com/rh-osbs/iib:214313 built for DS 3.0.0.ER-04-14 metadata devspaces-operator-bundle-container-3.0-9.

      So that, it had been decided, that customers on OCP 4.8 or 4.9 must update to 4.10 before they can use DS 3.0, we need to remove Dev Spaces 3.0 from the OCP 4.9 index.
