update opm and comet annotations

      Need to add this to CRW's CSVs for 2.15 (if we want to do a release after Mar 31) and 3.0+

      Backstory, see email thread "Upcoming REQUIRED CSV annotation for all RH layered products" sent to operatorframework-pm@redhat.com and devtools-team@redhat.com

      Once CSVs are updated (2.15.3, 2.15.103, 3.0.0), need to check comet to ensure the same values are listed there.
