Create CI folder for new devspaces jobs, separate from CRW_CI folder

    Description

      To more easily differentiate the old 2.x from the new 3.x, let's create a new CI/ folder to house all the new jobs.

      We can also move the shared code in template_* and get-sources_* jobs, etc. into the Releng folder, but maybe rename it to CI-shared/ so it's clear it's multi-version
