Drop plugin brokers and jwtproxy from the image list

According to https://github.com/eclipse/che/issues/21275 we no longer need jwtproxy or the plugin brokers, but need to remove them from the Che and DS operator.

Once that's done we can deprecate/hide the delivery repos in Comet for these 3 unneeded images, and remove the jobs that refer to them / create them.
