As we start up the devspaces-3-rhel-8 branch, we'll need:

• new 3.x Jenkins jobs
• new devspaces-3-rhel-8 branches in the GH repos, which becomes the new default branches (replaces crw-2-rhel-8)
• updated sync scripts using new default "devspaces-3-rhel-8" instead of "crw-2-rhel-8"
• 2.x and 2.16 jobs should be disabled
