The 2.16 operator bundles are failing to push to IIB because of package uniqueness rules.

Package devspaces does not yet exist but an entry already exists with the following:

source       == redhat-operators
package_name == codeready-workspaces2
association  == codeready-workspaces-operator-bundle-container

So... for 2.16 we have to go back to using "crwoperator" and then in 3.0 we can switch to "devspacesoperator", which will prevent automatic update from 2.x to 3.0.

OR, we could create a new devspaces-operator-bundle-container in Comet and use that for the 2.16 release, then use a similar comet entry for 3.0, but that's likely going to STILL require a second manual step to uninstall the old crw/dsoperator:2.16 to install the new rhosds/dsoperator:3.0
