Dev file upgrade is failing when CRW operator is upgraded

      1. Install production version of CRW which is CRW 2.15.0
      2. Apply oc patch subscription codeready-subscription -p '"spec": { "source": "crw-2-15-osbs-latest"}' --type merge to upgrade CRW to latest version which is CRW 2.15.1
      3. Operator is sucessfully upgraded
      4. Open CRW instance.
      5. Create new Python workspace

      From the workspace logs , It is seen that Python workspace is still using openj9 image indicating Devfile is not upgraded to lateset version of CRW

      CRW 2.15.1 operator upgrade from production version is successful but devfiles are still using openj9 images. This indicates devfiles are not correctly upgraded.
