Keep permanent link to crwctl 2.15.0 bundle

There is crwctl build date in crwctl bundle name [1], e.g. "codeready-workspaces-2.15.0-20220203-0813-quay-crwctl-linux-x64.tar.gz" after the build https://main-jenkins-csb-crwqe.apps.ocp-c1.prod.psi.redhat.com/job/CRW_CI/job/crwctl_2.15/52/

Root cause: there was empty suffix in crwctl build, so it generated content w/ a timestamp instead.

CRW testing pipeline are configured to use permanent crwctl bundle URL: codeready-workspaces-2.15.0-CI-quay-crwctl-linux-x64.tar.gz [2]

Possible mitigation: set `CI` prefix by default in crwctl build job
