CRW failed to resolve a devfile v2 when convert it to v1 with GitHub OAuth enabled

= {prod-short} with the {prod-short} server engine and GitHub OAuth successfully starts devfile v2 workspaces Before this update, when a {prod-short} instance was configured with the {prod-short} server engine and GitHub OAuth, {prod-short} failed to start a workspace using the devfile v2 specification. With this update, a {prod-short} instance configured with the {prod-short} server engine and GitHub OAuth successfully starts a workspace using the devfile v2 specification.
