Quarkus DW failed with image CrashLoopBack

      Env.: OCP v.4.8, 4.9 on, cluster bot.

      • Setup the CRW 2.14 from crw-2-14-osbs-tech-preview-latest-all-namespaces
      • Go to the User Dashboard and create Quarkus project from the templates
      • Expected result: The DW should be created
      • Actual result: The DW fails with Container tools has state CrashLoopBackOff error

      Additional info: The Container tools failed with err. like: 

      tail: invalid number of bytes: '${PLUGIN_REMOTE_ENDPOINT_EXECUTABLE}'
