Now that we have both util2.groovy and util.groovy in the 2.x branch, we need to:

• ensure no 2.x or generic jobs are still dependent on util.groovy
• remove the file once none of the 2.13 or 2.14 jobs depend on it (or update those jobs to pull util.groovy from the 2.14 branch instead)
• delete util.groovy from crw-2-rhel-8 branch
• profit!
