Failed to fetch plugins and registries in CRW instance created in OCP 4.9 cluster

      1. Login to the 4.9 cluster with kubeadmin credentails

      2. Install the 2.12.1 CRW operator from operator hub
      3. Create the CodeReady workspace instance specification
      4. Navigate to topology page present in developer perspective
      5. Select the namespace "openshift-workspaces"
      6. wait for the operator to load
      7. Select the Applications Icon in Masthead
      8. Click on the "Redhat Code Ready workspaces" link
      9. Login to Code Ready workspaces with same credentials

      After installing the 2.12.1 crw operator in OCP 4.9 as mentioned in steps to reproduce section, Code Ready workspaces is not properly loaded

      Devfiles and Plugins should be loaded

      Actual:
      Failed to fetch pluigns or devfiles in code ready workspaces
