CRW QE OSD addon installed 2.12.1 instead of 2.13.0

      I've created managed-tennats MR as every time before https://gitlab.cee.redhat.com/service/managed-tenants/-/merge_requests/1502
      It was successfully merged by CRW bot on friday

      I've created a cluster on https://qaprodauth.cloud.redhat.com/openshift/ three times and installed the QE Package add-on but it installed CRW 2.12.1

      Dashboard image digest were verified by Dmytro Nochevnov and was correct.
