Today we publish containers to Quay and then fetch them to build binaries.

But if we're moving to the model of 'push all your asset files to GH releases' (as in CRW-2081) then we could save some time uploading huge temporary containers in one VM, and downloading them in another.

This would also allow us to run a "brewlike" build of theia via GH action, using the same tarballs produced via Jenkins for consumption in Brew.
