in CRW 2.11 'devworkspace-che-operator' container keeps crashing with OOM, which leads to the CrashLoopBackOff state of the pod

Marking the issue as a blocker for 2.12 since in the next version of CRW 'devworkspace-che-operator' container cease to exist and the logic of DevWorkspace controller is merged in one container of the operator pod.
