Error during Che user deactivation when Keycloak cascade user removal is enabled

      = Removing a user from Keycloak does not trigger an error anymore if the user still exists in the Che Postgres database

      After the deactivation of inactive users, some accounts were inconsistent, meaning the user existed in the Che Postgres database but was removed from Keycloak. This state produced an error, which is currently fixed, and removing a user from Keycloak, which still exists in the Che Postgres database is finished without the failure.
